The Emergency Services Coordinating Agency (ESCA), with the cooperation of the City of Mountlake Terrace, intends to make application for a Mitigation Planning grant (FEMA-DR-1734-WA Hazard Mitigation Grant Program) in an amount of less than $10,000.

What ESCA Does

  • Tanker fire on I-5 in Lynnwood, July 2003The Emergency Services Coordinating Agency (ESCA) has nine member cities: BrierEdmonds, Kenmore, Lake Forest Park, Lynnwood, Mill Creek, Mountlake Terrace, Mukilteo and Woodway.
  • ESCA assists its member cities in managing emergency response during disasters that overwhelm local resources. ESCA also helps its cities plan and exercise for disaster scenarios.
  • ESCA CERT Leaders work with Firefighters to move “wounded” during drill in March 2005.provides Community Emergency Response Team (CERT) training to residents. This training is free of charge. CERT helps people gain the skills and tools to take care of themselves for up to three days following a disaster or major incident.
  • ESCA recruits and manages volunteers. The volunteer groups are CERT Leaders and Radio Amateur Civil Emergency Services (RACES). More information about these groups may be found in the links to the left of this screen.
