OUR MISSION: To coordinate and assist the Emergency Services Coordinating Agency member cities
to be better prepared for disaster through mitigation, preparedness, response and recovery activities.

The ESCA Cities, plus three regional partners, developed the original Mitigation Plan. All jurisdictions were responsible for only their individual projects, but there was an effort to ensure that the planning occurred as a cohesive region.
Five years later, the original partners, plus four new jurisdictions, began the update process. It culminated in a plan that was approved by FEMA late in 2010.
The Plan now includes a total of fourteen jurisdictions. They are the ESCA members of:

Edmonds Mountlake Terrace
Kenmore Mukilteo
Lake Forest Park Woodinville
Lynnwood Woodway
In addition, the following regional partners are participating in this planning effort.
