Mitigation PlanningBackground In 2004, ten jurisdictions worked together to develop the North King and South Snohomish Counties Regional Mitigation Plan. This plan is part of a comprehensive group of plans and procedures designed to minimize loss of life, reduce injuries and damage during a disaster, expedite emergency response, and simplify recovery. This plan was reviewed and approved by the Washington State Emergency Management Division and by the Federal Emergency Management Agency (FEMA). (Note: In the summer of 2007, the Cities of Lake Forest Park and Mukilteo began the process of annexing onto ESCA's North King and South Snohomish Counties Regional Mitigation Plan. These documents are currently in the development and approval processes.)
Plan Components Section A is the portion of the document that covers the administrative detail such as distribution lists, promulgation or adoption, and acknowledgements. Section I contains the introduction, the multi-jurisdictional community profile, and a brief overview of the planning process. Section II describes the natural hazards that affect the region. This is known as the "HIVA", the Hazard Identification and Vulnerability Assessment. Section III contains jurisdiction- and special district-specific information.
